We were getting divergent dependencies due to having an
environment.ymland the requirements files. Plus lots of the user requirements were indev.txt(i.e. only accessible to developers).I've gone back to the more maintanable (albeit less intuitive to users) approach of installing via the
requirements/base.txtfile and added lower bounds to our dependencies.
