chore: depend on @callstack/licenses package in other packages, update banners

This PR does the following:

• moves the @callstack/licenses package from packages/shared to packages/licenses-api
• fixes the banner on NPM that's rendered incorrectly due to handling of relative paths
• updates the description of @callstack/licenses's package.json
• upgrades the version of (via changesets) to publish an updated version of @callstack/licenses with the new (fixed) banner link & description
• adds new banners to packages' READMEs
• updates @callstack/licenses CHANGELOG.md heading to new package name
• changes imports & dependencies of other packages from @callstack/react-native-legal-shared to @callstack/licenses
