Merges the latest changes from v3 into the feature-http-proxy branch.

* use consistent permissions when adding/import models

* ensure model permissions are removed in integration tests

- refactor ModelInfo slightly to use a separate function where we merge the juju model info with JIMM specific data
- refactor the test for ModelInfo to reduce duplication

- The bakery v2 dependency is no longer needed.
- The BakeryLogger is no longer needed.
Uploads scans weekly as artifacts and github security. Currently only runs against v3, but to be updated later with more branches we maintain.
