docs: Update EPA docs #1835

The EPA docs contained outdated sections about the real-time kernel as well as some inaccuracies on how to set this up on MAAS. This commit updates those sections and verified it's correctness on a MAAS setup.

Thanks for the updates Ben! I will defer to your knowledge on MAAS to ensure the configs provided are accurate. A few small comments to address.
I couldn't comment on this as it wasn't edited in this PR but under the #multus-networkattachmentdefinition section we say create sriov nad and don't mention the dpdk nad we also create. Can we please add that?

Is it /bin/kubelet?

Requires backport since the current EPA docs are basically not usable.
