Updated .github/workflows/qa.yaml to reference the test branch from canonical/starflow#101:

• canonical/starflow/.github/workflows/lint-python.yaml@copilot/use-pristine-ubuntu-action
• canonical/starflow/.github/workflows/test-python.yaml@copilot/use-pristine-ubuntu-action

Added header comments linking to the starflow PR for context.

Note: Temporary for cross-repo testing. Revert to @main after validation.
