Overview
Currently the default room version is 10 so this change will make 12 (the one related to the security patch), the default.
This PR also adds a refactor on how to set the default configurations like the one in PR #769 . The cherry-picky wasn't possible due a lot of conflicts between the two branches.
Rationale
Make sure that rooms are created using version 12.
