Draft: Add Carla Integration Plugins

Description

This PR includes all the changes required to support the Carla Integration Plugins, system agnostic plugins that can be transferred easily between one instance of Carla (that support them) to another.

Additionally, this PR includes a few integration plugins that include the following features:

• Camera Control (Pan/Tilt/Zoom)
• Flying Vehicles (currently only supporting quadcopter systems)
• Actor Manager that allows you to set pose/twist/physics of any actor with an ID input
• Audio Sensor (Microphone) that takes in surrounding audio and plays over a ros topic

Validation:

Using the SpawnActor system with these should function as expected when leveraging a Python Bridge
