Added hbm_rd(), hbm_wr() and get_hbm_base_addr() functions

Added functions set_hgbe_ip() and set_hgbe_mac().
memwrite returned false when checking the returned read string. this was caused by the byte handling in the migration to python 3.

Merging alveo changes for hbm and 100g from sarao
