Goreleaser had a bug where it updated checksum file with signature bug after signature was made on the older version of the checksum. The bug was fixed yesterday.
This PR upgrades goreleaser and other github actions to get fixed go releaser. Also adds an extra signature verification step as Goreleaser is not trustworthy.
