Mouse 262.478 is skipped and its one published session is mislabeled #61

Part of #43. The nwb-convert benchmark flagged a label error in DANDI:000971: one session of a DMS Inhibitory mouse is labeled NpHRScrambled although its program and the demographics sheet say NpHR.

Tracing it back showed that the mouse is missing almost entirely. Every raw file and Subject: field for it reads 262 or 262.478 (Opto Experiments/DMS Inhibitory/Group 2/NpHr/262.478 plus the dated files from 2021-10-25 to 10-29), and the demographics sheet originally listed it as 262.478. Only the file name 2021-10-29_262_259.478, which also has a copy at Group 2/Scrambled/2021-10-29_262_259 - Copy.478, reads 262.259. In May 2024 the conversion's copy of the sheet (MouseDemographicsCorrected.xlsx) was changed from 262.478 to 262.259 to match that file name, which put 262.478 into subjects_to_skip. The lab did not confirm that change. As a result 000971 holds a single file for this mouse, sub-262-259/sub-262-259_ses-Opto-DMS-Inhibitory-NpHRScrambled-2021-10-29T15-11-08_ogen.nwb, converted from the Scrambled copy, and its 21 other sessions were never converted.
