- Refactor 'reactor_integration_test.go' to use helper functions for node creation and network setup, reducing code duplication. - Fix logic in 'makeNextBatchRequest' to correctly handle overlapping/existing batches when 'pool.height' advances during streaming. - Enable streaming header verification in 'Reactor' via 'PeekNextHeader'. - Fix linting issues and unused code.

adds the header sync reactor. this distributes verified headers via light client syncing. this will be used to refactor/combine blocksync and catchup
