Update hardcoded about blurb

Updated the handful of spots where the "about us" blurb is hardcoded in to page templates to match the current blurb (the current blurb is what's currently in the sidebar on https://www.consumerfinance.gov/consumer-tools/credit-cards/).

Notes and todos

• Even though Spanish site search results aren't linked to from anywhere on the site right now (you can only see them if you happen to know the URL), I updated the .po and .mo files in the searchgov app for completeness. We don't have a Spanish translation of the new blurb, so I left the msgstr as-is.
