Implemented basic FileReader api + in the tests. Will try to add buffering into the FileReader so as to avoid unncessary network calls.

implemented the FileReadBuffer to support the caching of larger data blocks. should hopefully reduce the number of network calls when reading small chunks of data using FileReader api.
