Branch names may contain slashes (e.g. 2/merge), which are invalid in Docker image tags. Apply the same sed 's|/|-|g' sanitization to REF_NAME as is already done for RELAY_REF, replacing slashes with dashes.
Remove the event_name filter that was skipping tests on pull_request events. PRs are infrequent on the docker repo but when they occur, we need the full CI validation including integration tests.
