This PR re-applies the embedding-model storage and CI changes as a normal commit on top of the remote
Phins-branch, avoiding any rewritten-history push. It contains the Dockerfile changes, workflow updates, README and helper scripts to download the model from a GitHub Release.Please review and merge if acceptable; after merge we can safely delete backup branches.
