@drom can we make circt.org just redirect to https://circt.llvm.org/ directly? We don't need two front doors.

I have made redirect from circt.org --> circt.llvm.org
We still keep circt.org/perf and circt.org/perf/issues at circt.org because I don't know the way of publishing them to circt.llvm.org

I am not familiar with the publishing process for circt.llvm.org. I just know that when I add or change a markdown file, that site magically updates at some point. The easy way is to just add those links to an existing document.
