Add a flag that enables running ghc-pkg with stack. The output is always encoded as utf8 as per the ghc-pkg docs.

I appreciate that this code perhaps hasn't been necessarily announced or published. But I think I ran across it on Twitter or something like that, and built it and really enjoy it. I use
stackhowever and use this modified version. Perhaps you're interested in the patch.Thank you!
