Closes #2256

Summary:

  • Add a PR assignee responsibilities section to CONTRIBUTING.md.
  • Cover clear PR descriptions, issue closure details, reviewer coordination, feedback resolution, checklist completion, and merge ownership.
  • Clarify the guidance applies to both external contributors and internal developers.

Validation:

  • git diff --check
  • npx --yes markdownlint-cli CONTRIBUTING.md
