I believe it is acceptable to not use the latest minors here as we saw some errors that needs work.

Upgrade postgres versions to: - 14.14 - 15.9 - 16.5 Depends on citusdata/the-process#163 We had some errors with the latest minors, so this is a 2-level bump for now.
