utility to center gauges or other points in computational cells

Gauge output works best if gauges are centered in grid cells at the resolution on which you expect to capture the important output. (In particular gauges that happen to lie right on cell edges can give problems if rounding errors cause the time series to contains values that sometimes come from one cell and sometimes the other).

This function just adjusts points slightly to be at centers.
