[Cloudflare One, Workers VPC] Align docs with information architecture

Summary

• move Cloudflare Mesh documentation to the canonical /mesh/ product tree
• align Mesh and Workers VPC with the standard information architecture and section ordering
• keep Mesh integrated with Cloudflare One through shared cloudflare-one partials and direct links to Cloudflare One workflows
• add required Workers VPC Platform coverage and route readers onward from both product overviews
• preserve former Mesh and Workers VPC URLs with permanent redirects and update internal references
