Removes [node-forge](https://github.com/digitalbazaar/forge). It's no longer used after updating ancestor dependencies [node-forge](https://github.com/digitalbazaar/forge), [@google-cloud/security-center](https://github.com/googleapis/google-cloud-node/tree/HEAD/packages/google-cloud-securitycenter) and [@google-cloud/storage](https://github.com/googleapis/nodejs-storage). These dependencies need to be updated together.
