chore(local-explorer-ui): Overhaul local explorer UI

Summary

This overhauls the core layout / UI design of the local explorer to make it a bit cleaner and follow more of a Kumo-ify look to it. The changes include:

• Switch color palette to a more neutral white, gray & black color palette
• Updated core layout to use a floating content card
• Added the ability to collapse the sidebar
• Added easing animations to sidebar dropdowns
• Added theme toggling (light, dark & system)
• Added animated Cloudflare logo to the homepage
• Refined workflows page layout

Would you be able to split up this PR so it is easier to get in?
Maybe:

• Switch colour palette to kumo
• Sidebar stuff (collapsing, kumo sidebar, theme toggle)
• Other layout changes

I think maybe we should hold on the animated logo for now, we should discuss what we want to put on that home page - i've put in an item for today's meeting.

I love the card for the main body, it looks fantastic!
