Update all Golang assets to use the latest available version

This PR updates the manifest.yml files for all Golang assets to specify GOVERSION=latest to avoid forgeetting to update this in future when bumping the Golang version in the go.mod files for each asset.

I think this PR is causing the issue that the run-cats-vm job is failing with this error:

For context:
This latest feature which is merge via this cloudfoundry/go-buildpack#524 made to the go buildpack source repo but no to the release. We have to wait until we have latest go-buildpack release.

Also It's unclear for us when a new go-buildpack-release will be available!
