For review, add sqlite as the first additional backing store type.

TODO:

Figure out whether environment should be passed to both get_public_key() and upload_public_key()
Add postgresql and mysql backends (and try to factor the sql portions)
Decide if the audit log should be json or a table
Decide if the resulting key should be stored back into the database
