This fixes an issue with cfn-flip that incorrectly translates JSON for a step function as documented below: awslabs/aws-cfn-template-flip#80

Note: there was breakage from using cfn-flip 1.2.1 via #1423. Waiting on a new release for that project which includes the above fix. |
