Update 2022 MC GTs for new ecal timing calibrations - 13_1_X

This PR updates in the release the 131X GTs for Run3 2022 MC.

There updated condition is:

• ECAL time calibration conditions compatible with the new CC timing algorithm:
  EcalTimeOffsetConstantRcd: EcalTimeOffsetConstant_cctiming_v01_mc

• As for the master version of this PR: differences are in Ecal (plus related objects) in 2021 wfs, which use the 2022 MC GT, as expected

This pull request is fully signed and it will be integrated in one of the next CMSSW_13_1_X IBs (tests are also fine) and once validation in the development release cycle CMSSW_13_3_X is complete. This pull request will now be reviewed by the release team before it's merged. @rappoccio, @antoniovilela, @sextonkennedy (and backports should be raised in the release meeting by the corresponding L2)
