Introduce DQM for Run3ScoutingHBHERecHit time

PR description:

This PR is based upon the update of the Run3ScoutingHBHERecHit scouting data format introduced at #49715.
The purpose is to add monitoring of the HBHE scouting rechit time in the dedicated online / offline scouting DQM

PR validation:

cmssw compiles, run successfully runTheMatrix.py -l 16834.0 -t 4 -j 8.
