Add Civic Nexus MCP Gateway server

This PR adds Civic Nexus to the MCP server directory.

Civic Nexus is a zero-setup MCP gateway that securely connects AI to tools with authentication and workflows. It acts as an aggregator, exposing multiple MCP servers through a single unified interface.

• Remote-hosted MCP gateway (no local installation required)
• OAuth 2.0 authentication via Civic Auth
• Multi-server aggregation
• Fine-grained authorization controls
