fix(analytics): Update GA4 measurement ID in base template#32

Complete the GA4 measurement ID update by fixing the base template.
The previous PR only updated cookie-consent.js but missed the gtag
config and script src in base.njk.
Updates G-S4542PPYLS → G-8DT4K6GRSF in:
- gtag('config', ...) call
- googletagmanager script src URL
