PR #386 (.nvmrc 20 → 24) was orphaned because the npm-web rule restricted to `matchManagers: ["npm"]` and .nvmrc is handled by the nvm manager. Drop the manager restriction and add .nvmrc to matchFileNames so Node engine bumps join the rest of the root web PR (and the major bump joins major-npm-web).

Drops the
matchManagers: ["npm"]restriction on the npm-web rule and adds.nvmrcto its matchFileNames so the Node engine pin update merges into the same PR as the root npm bumps. Follows on from #372.
