feat(ci-lease): delete stack after smoke#404

In reuse mode (single lease across many scenarios), accumulated VPCs and named resources hit per-account quotas fast. Delete the scenario stack as the final step of each run; wait up to 20m for teardown so the next scenario doesn't race the cleanup. Acquire mode (each scenario gets its own lease) gets this for free via ISB nuke, but the explicit delete is harmless there. Allows the sequential dispatcher to chain all 14 remaining scenarios through a single lease without exhausting VPC/ELB/etc.
