TBE-304 Make a classical PAT for honeycrisp access

What was done?

• Replaced fine-grained PAT with classic PAT to resolve Bundler URL parsing errors
• Now use BUNDLE_GITHUB__COM environment variable across GitHub Actions, CircleCI, and Aptible because this si the default for Aptible and would otherwise have to change the docker file to accommodate a custom env variable like HONEYCRISP_PAT
• Updated GitHub Actions workflow to use BUNDLE_GITHUB__COM for Heroku config
• Simplified CircleCI config to rely on BUNDLE_GITHUB__COM instead of git config approach
