Update stable ci for win and linux for deprecated and new OS

See also COIN-OR-OptimizationSuite Issue 32 and Issue 33:

Remove Windows Server 2019 runner images for Actions are being deprecated in June 2025.
Add tests for the new Windows Server 2025 which was released Nov 2024.
Similarly, remove deprecated Ubuntu 20.04 and add new Ubuntu 24.04.
These changes are done for all ci workflows.

All checks pass except the ubuntu-24.04 ones. These tests seem to fail with an unexpected error during testing:

This same test seems to

• PASS for stable/0.108 with ubuntu-20.04, and
• PASS for master with ubuntu-24.04,
• but FAIL for stable/0.108 with ubuntu-24.04

This failing for stable for ubuntu-24.04 happens consistently.
Any thought?

I've picked 192b006 from master into stable/0.108. The problem is likely that the variable which address is stored as application data is going out of scope, so dereferencing it short after can be an issue. Might be related to a compiler update with the move to newer Ubuntu.
