MICI: Add overheat warning on offroad state #37823

Ran into a case where when the C4 is in an overheat state it prevents me from using openpilot and instead resorts to stock ACC without giving me a heads-up as to why openpilot isn't available.

There is no clear indication that the device itself is overheating. On the first experience of this I accidentally turned engagement on thinking that openpilot was set when in reality the stock ACC was being used.

A better UX would be to have an indicator on offroad UI to communicate that the device is overheating and must cool down first before openpilot use. It should also prevent the user from using stock ACC whilst its in overheat state with a warning sound and message stating that openpilot is not available until it lowers in temperature.

I opened a PR with a simple UI widget, though it's not quite elegant yet. I'm also unsure if a PR would be accepted by an external contributor given that this is UI related.
