Depends on #134.
Separates semantic declaration revisions from effective launch generations, exposes desired/running launch drift in typed inventory, and adds an explicit expected-generation-fenced replacement operation. Ordinary reconciliation continues to leave healthy drifted tasks running.
Validation:
The broad suite still reproduces an inherited materialize test PATH failure from the base; whole-repo Clippy likewise stops on the inherited
src/eval_run.rsargument-count lint.
