Problem

OMP's typed error bitfield, asks, and session identity cannot reach the legacy state record without unsafe inference.

Goal

Negotiate the typed channel plane and preserve mixed-version behavior before writer activation.

Decisions

  • only typed turn error flags and pre-compaction write failure are faults
  • retry, fallback, compaction, and approval denial are not provider faults
  • completed turns never clear the adapter-owned pre-compaction fault
  • unnegotiated v3 peers preserve real pending asks and downgrade only positive none
  • approval-denial prose stays inert on v2

Verification

  • cargo test -p st2 --lib pi_channel::
  • OMP extension smoke
  • Linux and Darwin CI passed
  • independent review completed with no remaining P0-P2 findings

Complexity

The protocol split is necessary for mixed-version safety.

Concerns

No writer activation in this PR.

Friction & bottlenecks

No adapter-specific deviation.

Follow-ups

#479 activates the integrated writer.

Parking this PR (closed, branch kept) per decision Q1 incidents-first in seat dev3.direct.omp.43sz6ujq (record 2we9ak / answer 8b0ow1, 2026-09-06): the harness-state v3 stack ships only once a named consumer requirement or incident calls for the fault/ask/conversation axes.
