Install Python runtime tools (colcon, ros2, etc.) at build time instead of on each consumer machine.
Fix broken shebangs that failed on Linux when the Conan cache path exceeded 127 characters.
Ensure ROS scripts always run with the correct Python version on the consumer side. Drop gtest and cunit from the consumer dependency graph.
