ENH: Add Linux aarch64 builds

• Add linux-aarch64 builds through cross-compilation and linux-* to linux-* emulation.
• Bump build number.

Checklist

• Used a personal fork of the feedstock to propose changes
• Bumped the build number (if the version is unchanged)

isn't using rattler-build syntax (https://rattler-build.prefix.dev/latest/variants/), so I'm trying a build with the if/then syntax.

You're right given https://github.com/conda-forge/awkward-cpp-feedstock/blob/25b7ae46491fef5b5e1e37c1785b0b72ca66e36a/recipe/variants.yaml so let me see if I can't fix that.
