Description

After adding Certs to truststore a restart should be triggered to load the new certs in MDS.

Looks good overall, how have we tested this?

I ran a test with sso and commented the sso cert variable from molecule file. Then once the setup was done uncommented it and reran the the test. This time it triggered kafka restart.
