Improve new resource page UI layout and styling

Notes:

• I removed the "docs" button on services card - it's just taking up space and I highly doubt people click it, we already have a docs button on the service configuration page.
• The search box is floating on the UI and there are empty space above the search box which gives a feel of it's a bug, so I made the header (title, description, env selector) as sticky along with search box and added a blur bg so it doesn't look like a bug (check the current and new screenshot attach above)
• Throughout the dashboard we use yellow on dark mode and coollabs (purple) on light mode, but on new resource page we were using purple on darkmode so I made new resource page to follow same color (yellow on darkmode and purple on light mode)
• I don't know PHP so all the changes are done by AI, but tested the changes locally.
