The official spelling is
Jira(they rebranded a long time ago).It's true that asf hasn't fixed the title of ASF's instance, but that's just wrong. (Informally reported in https://the-asf.slack.com/archives/CBX4TSBQ8/p1762903820889329 )
I'm aware that this repository is fairly dead and the slack instance appears to be dead (at the very least the url listed in the readme doesn't work), but the repository isn't archived, so the software could still be considered living and potentially useful somewhere else.
