We don't need these files here anymore. Their canonical location will from now on be at https://github.com/openshift/os.
The `ocp-rhel-9.6` variant is no longer built. Delete it. We now default to the `rhel-9.6` variant. While we're here, cleanup the README to drop mentions of OpenShift-based variants, and link to openshift/os.
