Chelsea more debug fixes

Fixed having Venmo set up to be optional for Fundraiser Creation, Edit, and Publication flow

• added a check box that can be toggled if a fundraiser won't be using Venmo to have payments
• the checklist updates according to this check box toggle
• uses localStorage allow a fundraiser:${fundraiserId}:skip-venmo variable to be locally stored and accessible between the different components
• Removes the Venmo payment option in the buyer flow if the fundraiser's Venmo information is empty (not used)

Also caught some bugs along the way:

• Fixed the Organization Creation tutorial UI cut off
• Allowed a gentle handling of saving a fundraiser without any pickup events
