Tested on Windows so far Also add dotnet to dotnet topology tag to disambiguate from the others and refactored most of the setup_test logic into a shared script.
If there are no AWS resources requested, and terraform apply is skipped, then read from terraform should be skipped too.

Also refactor and heavily simplify what each platform has to do by moving most of the functionality to a shared setup_test function.
