(feat) Allow to run only once a scheduled service

• Add a new label to allow a service to run only once, then be removed until the next stack deploy
• Switch robfig.Cron to gocron scheduler to have more features available such as, service running only once.
  • robfig.Cron is still used as the underlying vendor for gocron CronJob method calling
