BLIP 2.0/Spectral Separation Paper Release

Release to mark state of codebase at time of submission for "Flexible Spectral Separation of Multiple Isotropic and Anisotropic Stochastic Gravitational Wave Backgrounds in LISA" (Criswell et al. 2025; submitted to Phys Rev. D). This is the formal release of version 2.0 of BLIP.
