Wire up zh-CN translations: add the Crowdin code and folder mapping in crowdin.yml, register the locale in starlightLocales and sidebarLabel, add the zh-CN.json UI strings, derive test locales from starlightLocales, and document the new-language flow in CONTRIBUTING.md.
