III-527 Reconnect to MySQL before handling the AMQP messages

Added

• Added code to check for the MySQL connection inside the handle of the EventBusForwarder. For now, this code checks the connection and tries to reconnect. It does't throw to make sure the normal flow isn't changed drastically, and we can use the extra logging to verify the actual flow. If this turns out to be the solution, we can remove the heartbeat calls and add a throw in a later pull request.
