This is the same description that is in manager_inst. Some clarification of about what distinguishes the two would be helpful.

This is an attempt to add a institution that allows to group facilities together, allowing to deploy a bunch of facilities in the same time.
There is probably improvement to be done on this (like adding a number of facility to group):
